Coordination Group Meeting on Recommendation Implementation
A meeting of the Coordination Group for implementing recommendations from the Strategic Defense Procurement Review (SDPR) was held jointly by NATO’s Representation in Ukraine and the National Agency on Corruption Prevention (NACP). During the session, a new chairperson was elected: Artem Romaniukov, head of the Defense Procurement Policy Department at Ukraine’s Ministry of Defense.
The gathering took place at the NACP, where priorities for transforming the defense procurement system were discussed. These included:
- Digitalization
- Speed
- Efficiency
- Transparency
Preparations were also reviewed for a consolidation seminar on the SDPR, scheduled to take place in Ostrava, Czech Republic. As part of the meeting, NATO representatives and Ukrainian state institutions focused on new projects to be funded through the Trust Fund of NATO’s Comprehensive Assistance Package (CAP) for Ukraine.
Strategic Review of the Defense Procurement System
The Strategic Review of the Defense Procurement System—a key project under NATO’s CAP for Ukraine—was approved during the NATO Washington Summit in July 2024. This document was developed jointly by Ukrainian experts and specialists from NATO member states. Its goal is to align Ukraine’s defense procurement system with Euro-Atlantic practices and deepen cooperation between Ukraine and NATO.
NACP Head Viktor Pavlushchyk emphasized the importance of synchronizing efforts between international partners and state bodies when implementing the Strategic Review’s recommendations.
This initiative aims to strengthen Ukraine’s defense capabilities and improve procurement processes in the defense sector.
The Coordination Group’s meeting marks a significant step in reforming Ukraine’s defense procurement system, which is critically important for national security. Collaboration with NATO and the adoption of Euro-Atlantic standards will help Ukraine enhance transparency and efficiency in defense spending, ultimately boosting the country’s defense readiness. The group’s work is expected to enable Ukraine to more effectively leverage international resources to reinforce its defense capabilities.
As the NATO Coordination Group continues to advance reforms in Ukraine’s defense procurement, the focus on transparency in defense procurement remains crucial. Recently, Ukraine’s Anti-Corruption Agency and the Ministry of Defense signed a memorandum aimed at enhancing the integrity of procurement processes, which aligns with NATO's broader goals for reform and efficiency in the defense sector.
