Applying for a Mobilization Deferral Digitally
A new online feature in the Reserve+ app allows academic staff at universities and research institutions to apply for a deferral from military mobilization. This service is available to those whose up-to-date information is recorded in the Unified State Electronic Database on Education (USEDE), who hold a position of at least 0.75 full-time equivalent, and who occupy a role listed as a scientific or research position. The employing institution must be verified as a scientific entity in USEDE and have passed state accreditation.
In addition to university and research institute staff, the online deferral option now extends to employees of the Presidium of the National Academy of Sciences of Ukraine, national sectoral academies of sciences, and their administrative offices. Eligible users include academic, teaching, and pedagogical staff from higher, professional pre-higher, and vocational education institutions, as well as researchers involved in the educational process. This digital solution eliminates the need for unnecessary visits to territorial recruitment centers (TCCs).
How to Submit a Deferral Request
The application process is straightforward and involves just three steps:
- Log in to the Reserve+ app;
- Select the category 'Workers of higher and professional education, researchers' and press the request submission button;
- The system automatically verifies the data against state registries and delivers the outcome.
If the information in USEDE is current and meets all requirements, the deferral will be processed automatically.
In case of an error or denial, users are advised to contact their employer—specifically the human resources department or the institution's administration—to check or update their data in USEDE. This allows for quick resolution of potential issues and ensures the deferral can be granted without unnecessary delays.
