FSB Takes Control of Science in Russia: What Awaits Researchers Now

On September 1, 2025, a law came into effect in Russia that transfers full control over international scientific cooperation to the Federal Security Service. According to the new law, all civilian scientific research involving foreign scientists or organizations must obtain consent from the FSB. This was reported by 'Glavkom,' citing the Ukrainian Foreign Intelligence Service.


According to intelligence, the new law has triggered a wave of discontent among Russian scientists. Any publication in a foreign journal can now be interpreted as an attempt to 'transfer information to a foreign state,' leading to increased censorship and paranoia among researchers. The new rules create an atmosphere of uncertainty and turn science into another sphere of total control by the security services.

This year, the FSB has expanded its powers regarding control over scientific research and other aspects intended to strengthen internal control and create threats to other countries.



Cyber Specialists Uncover Another Russian Agent in Ukraine


Cyber experts from the Security Service discovered another representative of Russia in Kyiv. The individual was collecting information about the protection system of administrative buildings of the Armed Forces in the capital of Ukraine. SBU officials caught her 'in the act' while she was conducting intelligence near the Main Department of the National Guard. This was reported by 'Glavkom,' citing the press service of the SBU.



Members of the scientific community in Russia expressed dissatisfaction with the new law transferring control over international scientific cooperation to the Federal Security Service. This has caused fear among scientists and increased control in the field of scientific research. Additionally, cyber security services discovered another Russian agent in Ukraine attempting to obtain confidential information about defense facilities.
