Ukraine’s Anti-Corruption Agency Begins Work on New Strategy for 2026–2030

Key Directions of Ukraine’s Anti-Corruption Policy Unveiled

At an event titled 'Integrity in Action: Fighting Corruption and Money Laundering,' the head of Ukraine’s National Agency on Corruption Prevention (NACP), Viktor Pavlushchyk, outlined the main priorities for the country’s anti-corruption efforts. The gathering highlighted results from Ukraine’s cooperation with the OSCE, under which a new Anti-Corruption Strategy and State Anti-Corruption Program for 2026–2030 are being developed.

Ukraine’s current anti-corruption policy is built on a comprehensive approach. It includes:

  • reducing corruption risks,
  • digitalization,
  • fostering a culture of integrity,
  • effective financial oversight,
  • and ensuring punishment is unavoidable.

A key part of this system is international cooperation, which helps merge Ukraine’s experience with global best practices and keep anti-corruption reforms on a sustainable track.

Corruption Risk Assessments and a Visit to Austria

As part of preparing the new strategy, the NACP conducted corruption risk assessments in the justice and construction sectors, with work ongoing in education. The agency also released a study titled 'Corruption in Ukraine – 2025: Expert Views and Assessments.'

A delegation from the NACP traveled to Austria for working meetings with international partners. The key pillars of the anti-corruption policy include:

  • drafting the new Anti-Corruption Strategy,
  • studying corruption risks in the most vulnerable areas,
  • strengthening the role of anti-corruption compliance officers,
  • protecting whistleblowers,
  • and building a digital ecosystem for integrity.

The OSCE project also aims to help develop effective tools for preventing corruption and boosting anti-corruption compliance in Ukraine.

Preparing a new Anti-Corruption Strategy and State Anti-Corruption Program for 2026–2030 marks a significant step for Ukraine in tackling corruption, which remains a major challenge for society and the economy. Collaboration with international partners, especially the OSCE, underscores Ukraine’s commitment to adopting global best practices and creating robust mechanisms to prevent corrupt activities.
