Public Dialogue at the National Agency for the Prevention of Corruption

This week, the National Agency for the Prevention of Corruption (NAPC) hosted a public dialogue centered on transparency and accountability in defense procurement during wartime. The event was co-organized by the NAPC and the Ministry of Defense of Ukraine (MOU), highlighting the critical role this issue plays in the country’s anti-corruption strategy. Representatives from NATO in Ukraine also participated in the discussion.

Attendees examined the ongoing transformation of the defense procurement system, the development of compliance mechanisms, and risk management practices. Arsen Zhumadilov, Director of the Department of Defense Procurement and Technical Support, emphasized that

“integrity is inextricably linked to how the system itself is structured”
, underscoring the need for clearly defined roles and responsibilities within procurement processes.

NAPC Chairman Viktor Pavlushchyk noted that

“transparency and integrity in procurement are not just about using resources efficiently—they are fundamentally about our defense capability and the trust of international partners”
. Participants also outlined next steps to bolster public and international confidence in the system.

Defense procurement remains a top priority in Ukraine’s anti-corruption policy.
