Ukraine’s Anti-Corruption Strategy Unveiled: A Roadmap to 2030
A New Era in Ukraine’s Fight Against Corruption
According to НАЗК: At the Integrity Matters conference, Deputy Head of the National Agency on Corruption Prevention (NACP) Serhii Hupiak outlined a major shift in Ukraine's anti-corruption approach over the past 10 to 15 years. The transformation rests on four key pillars:
- establishment of dedicated institutions
- digitalization of processes
- strengthened financial oversight
- educational initiatives
Hupiak also introduced the country's Anti-Corruption Strategy, covering the 2026–2030 period. He emphasized that the plan marks a transition toward a preventive model of anti-corruption policy, moving from reactive measures to proactive safeguards.
Core Components of the New Policy Model
Key elements of this framework include NACP’s digital tools, risk-assessment analytics, and educational programs designed to foster a culture of integrity. Notably, the Study NACP platform serves as an educational resource for both public and private sectors. Hupiak stressed that compliance systems are a practical risk-management tool, enabling organizations to identify vulnerabilities early, prevent violations, and ensure transparent governance.
It is worth noting that anti-corruption requirements are a cross-cutting element of Ukraine’s European integration process. Anti-corruption mainstreaming involves embedding corruption prevention principles across all EU negotiation clusters. The strategy pursues two interconnected goals:
- enhancing the effectiveness of the anti-corruption system
- minimizing corruption risks
Fostering integrity and compliance is integral to Ukraine’s EU integration path and its alignment with OECD standards.
The Integrity Matters conference was organized by the All-Ukrainian Integrity and Compliance Network with support from Transparency International Ukraine, Norway, and the EU Anti-Corruption Initiative (EUACI). Attendees included representatives from government agencies, businesses, international organizations, civil society, and expert communities.
The anti-corruption strategy presented at the conference underscores the importance of Ukraine adapting to international standards in combating corruption-a critical factor for deeper integration with the European Union.
