NBU records a rapid increase in emigration: nearly as many people left in one and a half months

Increase in Emigration from Ukraine

The National Bank of Ukraine reported a sharp increase in emigration from the country that occurred from the beginning of October to mid-November 2025. According to international organizations, the number of Ukrainian migrants abroad reached 5.9 million people by November 14. This indicates that nearly as many people left in one and a half months as left in the previous nine months combined.

Since the beginning of October 2025, the number of Ukrainian migrants has increased by 128 thousand people. In comparison, from January to September 2025, this figure rose by 166 thousand people. At the end of October 2025, updated border crossing rules came into effect. For those subject to military service, the exit procedure remained unchanged, but the methods of verifying accounting data were modernized.

Key Factors of Mass Departure

Two key factors of mass departure include:

  • intensification of hostile strikes on civilian objects;
  • changes in legislation for young men aged 18-22 years.

These circumstances have significantly influenced the decision of many Ukrainians to leave the country amid rising tension and danger.

The increase in emigration from Ukraine reflects the complex situation in the country caused by military actions and socio-economic challenges. Considering the significant number of migrants, it is important to take into account the consequences of this phenomenon for internal stability as well as for Ukraine's international relations.
