Collaboration Between Ukraine’s Central Bank and the IFC
On October 12, 2026, the National Bank of Ukraine (NBU) and the International Finance Corporation (IFC), part of the World Bank Group, formalized a cooperative agreement to drive the 'Digital Financial Future of Ukraine' initiative. The signing took place during a meeting between NBU Governor Andriy Pyshnyi and IFC Vice President Alfonso Garcia Mora. Supported by Switzerland’s State Secretariat for Economic Affairs (SECO), this partnership will continue through 2029.
Objectives of the Initiative
This ambitious project aims to accelerate the growth of cashless and digital financial services across Ukraine. The agreement outlines collaboration in key areas including:
- financial innovation
- payments and digital resilience
- financial literacy
- strengthening institutional capacity
Specifically, under financial innovation, efforts will focus on enhancing the regulatory sandbox framework, promoting open banking, and establishing an Innovation Hub. Regarding payments, the project plans to adopt global best practices for cashless transactions—especially instant payments—and bolster the cybersecurity and digital resilience of financial institutions. The agreement also commits to advancing educational programs and awareness campaigns to improve the public’s understanding of digital financial services, while building stronger institutional frameworks.
Governor Andriy Pyshnyi expressed his gratitude to the IFC team, stating, 'I am confident this partnership will enable us to apply international expertise more swiftly to develop practical solutions tailored for Ukraine’s financial market.'
Ultimately, this initiative seeks to enhance the accessibility, security, and overall financial literacy related to digital financial services for Ukrainian citizens.
The NBU-IFC collaboration highlights the crucial role of international cooperation in modernizing Ukraine’s financial infrastructure amid rising demand for digital solutions. By introducing innovative tools like open banking and cashless payment systems, the project aims to expand financial inclusion for individuals and businesses alike, supporting broader economic growth and resilience in the country.
As Ukraine enhances its digital financial landscape, it is equally crucial for the country to meet its commitments to the EU and IMF to ensure financial stability. This ongoing support plays a vital role in maintaining economic resilience amid evolving challenges.
