Not enough work experience for pension: how to apply for social assistance payments

Ukrainians who do not have the required insurance experience or are not entitled to a pension can apply for state social assistance. Payments are provided monthly according to established rules and taking income into account. This is reported by “Judicial and Legal Newspaper”.

Social assistance instead of pension: who is entitled to payments

The Pension Fund clarifies that several categories of citizens may receive assistance:

  • people aged 65 and over without the right to a pension;

  • people with disabilities of groups I, II, or III who do not receive a pension;

  • children of the deceased breadwinner if he did not have sufficient insurance experience.

For most applicants, there is an income limit. The average monthly income should not exceed the subsistence minimum for non-working individuals, which in 2025 is UAH 2361.

At the same time, for persons with disabilities of group I and children who lost a breadwinner, this requirement does not apply.

Amount of social assistance in Ukraine: how payments are determined

The amount of assistance depends on the category of the recipient and is determined as a percentage of the subsistence minimum.

In particular:

  • 150% — for three or more children of the deceased breadwinner (UAH 3541.50);

  • 120% — for two children (UAH 2833.20);

  • 100% — for one child or persons with disabilities of group I (UAH 2361);

  • 80% — for persons with disabilities of group II (UAH 1888.80);

  • 60% — for persons with disabilities of group III (UAH 1416.60);

  • 50% — for clergy (UAH 1180.50);

  • 30% — for people aged 65 and over (UAH 708.30).

If the accrued amount is less than the subsistence minimum, the state compensates the difference through targeted assistance.

Payments can be organized after submitting an application and a set of documents, among which are a passport, identification code, employment record book, and income declaration. Documents can be submitted in person, online, or by mail.

Assistance is appointed from the day of application. For people over 65 years, it is lifelong, for people with disabilities — for the established group period, and for children — until 18 years or up to 23 years in the case of education.

Recalculation occurs automatically in case of change of circumstances, including the disability group or the minimum subsistence level.

Let us remind you, from January 1, 2028, Ukrainians with 40 years of insurance experience will acquire the right to a pension regardless of age.
