New Age Limit for Nicotine Products

The Dutch government is moving to increase the minimum legal age for purchasing cigarettes, vapes, and other nicotine products from 18 to 21. This policy shift, already formalized in the coalition agreement between the D66, VVD, and CDA parties, comes in response to growing public and health advocacy concerns over the rising popularity of vaping among teenagers. This move aligns the Netherlands with a growing number of countries addressing youth nicotine addiction.

Vaping's Impact on the Young

The new restriction will apply to both traditional tobacco and electronic cigarettes, which are currently legal for sale to those aged 18 and over. Statistics reveal a troubling trend among Dutch youth:

  • One in ten 12-year-olds in the Netherlands has already tried vaping.
  • Nearly 40% of adolescents aged 12-16 report being dependent on vapes.
  • A third of these young users vape daily.

This reflects a global pattern, with over 100 million people using e-cigarettes worldwide, including at least 15 million teenagers aged 13 to 15. Research indicates that college students who vape show lower cognitive function compared to their non-vaping peers. Anti-tobacco organizations view the Dutch government's decision as a crucial step toward safeguarding youth health.

The Dutch government's decision could serve as a significant signal to other nations also grappling with rising youth vaping rates.

Raising the purchase age is expected to reduce teenagers' access to these products and, over time, lower consumption levels. However, implementing this change will require effective enforcement of the new rules and educational campaigns targeted at both teenagers and their parents to ensure its success.
