Berlin Names Boris Ruge to Lead Diplomatic Mission in Kyiv
Germany is set to appoint Boris Ruge, currently serving as NATO’s Deputy Secretary General, as its next ambassador to Ukraine. The decision is expected to receive formal approval from the German Cabinet on April 29. This appointment is part of a planned rotation initiated by Foreign Minister Johann Wadephul.
Boris Ruge’s Background and Experience
At 64, Boris Ruge is a seasoned diplomat with extensive experience in international affairs. He has held the role of NATO Assistant Secretary General for Political Affairs and Security Policy, and has also served as Deputy Chairman of the Munich Security Conference. Earlier in his career, Ruge was Germany’s ambassador to Saudi Arabia and a minister-counselor at the German embassy in Washington, D.C.
The staffing changes extend beyond the ambassador’s post, with a planned rotation for the deputy ambassador as well. Germany also intends to reinforce its military attaché office in Kyiv, following discussions between Defense Minister Boris Pistorius and his Ukrainian counterpart Mykhailo Fedorov. This move aligns with Berlin’s broader strategy to encourage German investment in Ukraine’s defense-industrial sector.
Why the position became vacant: The previous ambassador, Heiko Thoms, is being reassigned to Madrid after having taken up his post in Kyiv only last summer. Additionally, Martina Jäger was recalled from Kyiv to become the head of Germany’s foreign intelligence service, the BND. It is worth noting that the process of appointing a new ambassador typically takes several months.

The reshuffling of embassy personnel, along with the plan to expand the military attaché presence in Ukraine, underscores the importance Berlin places on German-Ukrainian relations and its commitment to supporting Kyiv’s defense modernization efforts. This could prove to be a significant step toward attracting investment and technology into Ukraine’s defense-industrial base.
As Germany strengthens its diplomatic ties with Ukraine through the appointment of Boris Ruge, it is also taking significant steps to enhance military collaboration. The recent establishment of new liaison offices and record funding for Ukrainian military technology underscores Berlin's commitment to deepening defense cooperation.
