Revised Guidelines for Ukrainian Refugees Accessing Citizen's Benefit
Germany has clarified the rules for Ukrainian refugees receiving its main social welfare payment, known as Bürgergeld or Citizen's Benefit, introducing penalties for failing to meet integration requirements. A key change is that from April 1, 2025, different rules will apply based on arrival date. Those who arrived before this date will continue to receive Bürgergeld, while new arrivals after April 1, 2025, will only be eligible for the lower asylum seeker benefits (Asylbewerberleistungen). This policy shift is part of a broader European trend to refine support systems for those displaced by the war in Ukraine.
Payment Amounts and Stricter Conditions
The amount of Citizen's Benefit is calculated individually. Single adults or single parents receive 563 euros, while couples receive 506 euros per person. Payments for children range from 357 to 471 euros. However, receiving this aid is now tied to stricter conditions, including mandatory attendance at integration courses and actively seeking employment.
A significant new measure is the introduction of sanctions for refusing a job offer or a training place. For a first refusal, payments are cut by 10%, for a second by 20%, and for a third by 30%. These reductions last for one to three months. In 2026, the standard rate (Regelsatz) for a single adult will remain at the 2024-2025 level of 563 euros.
