Norway Revises Residency Rules for Ukrainian Refugees

Norway's Labour government has proposed stricter residency regulations for Ukrainian refugees. A key change is that men aged 18 to 60 will generally no longer be eligible for temporary collective protection, with certain exceptions. These amendments, which are slated for approval before Easter, mean new male applicants of conscription age will not receive residence permits under the group protection scheme, though they may still apply for asylum through the standard individual procedure.

It is crucial to note that these stricter rules will not apply retroactively to those who have already been granted temporary protection. According to Norway's Ministry of Justice, exceptions are foreseen for men who:

  • can provide documented proof of exemption from military service,
  • are undergoing medical evacuation,
  • are the sole guardians of children.

Norway has already accepted over 100,000 Ukrainians, but in recent months the country has noted an increase in the number of young men arriving from Ukraine. This policy shift reflects broader European debates on balancing humanitarian obligations with domestic integration capacity.
