reservists and conscripts fit for service who have no right to deferment or have refused it;
persons with a criminal record for a misdemeanor, non-violent or violent crime, except for crimes against the foundations of national security;
persons serving a sentence with a probation term;
citizens dismissed from military service due to lustration restrictions;
suspects and accused who are in custody during the investigation or trial;
persons convicted of particularly serious crimes.
Further actions after mobilization
After mobilization, citizens are sent to military formations where there is the greatest need for personnel, such as combat units, military parts, training centers, and other military subdivisions. Their health condition and the current needs of the armed forces are taken into account.
The legislation provides for categories of citizens who are not subject to mobilization, such as men under 25 and over 60, persons with disabilities, and citizens with deferments for various reasons.
Ukraine has introduced martial law and general mobilization, which covers certain categories of citizens who may be called to military service. After mobilization, people are sent to military formations where there is a need for personnel, considering their health and the current needs of the armed forces.
