Josh Grunbaum, a new U.S. representative, has joined the American delegation engaged in talks with Vladimir Putin in Moscow. These meetings, taking place in January 2026, feature Grunbaum—the Commissioner of the Federal Acquisition Service at the U.S. General Services Administration—representing U.S. interests alongside Steve Witkoff and Jared Kushner. These high-level discussions occur amidst a prolonged period of diplomatic strain between the two nations.

U.S. President Donald Trump appointed Josh Grunbaum as a senior advisor to the newly established Peace Council. His biography on the General Services Administration website was updated on February 27, 2025. Grunbaum holds a law degree, an MBA, and is a member of the New York State Bar. He previously gained experience in lower-level Russian-American contacts.

Negotiation Framework

The talks between the American delegation and the Russian side involve Putin's aide Yuri Ushakov and the head of the Russian Direct Investment Fund, Kirill Dmitriev. Steve Witkoff and Jared Kushner arrived in Moscow for negotiations with the Kremlin leader on the evening of January 22. This marks the first official meeting in 2026 between American representatives and the Russian president. Previously, last autumn, negotiations took place between Steve Witkoff and Kirill Dmitriev in Miami.

These negotiations are set against a backdrop of persistent U.S.-Russia tensions and ongoing global economic and political challenges.
