Ukraine's Proposed Mobilization Law: Key Changes to Draft Notices and Recruitment Center Powers

Нововведення в законопроект щодо мобілізації: важливі зміни в процедурах повісток і повноваженнях призивних центрів.

Draft Law No. 15076 in Ukraine's Parliament

A new legislative proposal, Draft Law No. 15076, was registered in Ukraine's Verkhovna Rada on March 12, 2026. Initiated by Member of Parliament Serhiy Hryvko, the bill aims to regulate the procedures for verifying military registration documents, serving draft summonses, and limiting the actions of Territorial Recruitment Center (TRC) staff and police officers. The full text of the proposal is available on the parliament's official website.

Key Provisions of the Draft Law

The proposed legislation introduces several significant changes. TRC employees and law enforcement officers would be prohibited from using physical force or special means without legal grounds. Police would only be authorized to escort an individual to an Administrative Services Center if they possess a protocol or ruling concerning an administrative offense. The draft also stipulates that the period for responding to a summons should not exceed three days from its receipt. Another crucial provision establishes administrative liability for refusing to accept a draft notice. This legislative effort comes as Ukraine continues to refine its mobilization system amidst the ongoing conflict with Russia.

These changes could significantly alter the dynamics of interaction between citizens and state authorities regarding mobilization and military registration procedures.

Draft Law No. 15076 reflects the Ukrainian government's efforts to improve the mobilization process and the relationship between state bodies and citizens. By establishing clear rules for document checks and the delivery of summonses, the law seeks to ensure legal protections for citizens and prevent potential abuses by authorities. If passed, these amendments could lead to more transparent and predictable procedures for military registration and mobilization in Ukraine.
