Legislating Digital Freight Documents in Ukraine

A draft law mandating the use of electronic consignment notes (e-CNs) for all domestic freight transport in Ukraine has been opened for public consultation. This legislation aims to transition the entire market to a digital document system. The mandatory requirement for e-CNs will take effect on January 1, 2027, for all domestic cargo shipments within Ukraine. This move is part of a broader European trend towards digitalizing logistics to combat fraud and improve efficiency.

Under the new rules, the traditional paper consignment note will be retained only in exceptional cases of technical impossibility, and even then, its data must be entered into an electronic database. The Ukrainian e-CN format has been developed with interoperability requirements for the international e-CMR system in mind, signaling Ukraine's intent to align with global freight transport standards.

To date, six electronic document management platforms have been successfully authorized and are operational, including:

  • M.E.Doc
  • EDIN
  • Signy
  • Document.Online
  • Inn.Logist
