Legislating Digital Freight Documents in Ukraine
A draft law mandating the use of electronic consignment notes (e-CNs) for all domestic freight transport in Ukraine has been opened for public consultation. This legislation aims to transition the entire market to a digital document system. The mandatory requirement for e-CNs will take effect on January 1, 2027, for all domestic cargo shipments within Ukraine. Under the new rules, the traditional paper consignment note will be retained only in exceptional cases of technical impossibility, and even then, its data must be entered into an electronic database.
