Revised Compensation Mechanism
The Ukrainian Ministry of Defense has announced a revised system for calculating one-time financial assistance to military personnel who sustain injuries or fall ill, effective in 2026. The new rules link payment amounts to the subsistence minimum, which was set at 3,328 UAH as of January 1 of this year. This change establishes specific compensation tiers based on disability categories. This update is part of ongoing efforts to reform support for those serving in the nation's defense.
Payment Calculations and Claim Procedures
For mobilized soldiers and contract servicemembers, the base for calculating a payment for partial loss of working capacity is 70 times the subsistence minimum, amounting to 232,960 UAH. For conscripts, the base calculation uses 50 times the subsistence minimum, or 166,400 UAH. It is important to note that the calculation uses the subsistence minimum figure that was in effect on January 1 of the year in which the disability was first officially recognized.
The procedure for claiming this assistance differs depending on the servicemember's status:
- Active-duty military personnel must submit documents to their military unit.
- Those discharged into the reserve or retired must apply to their local Territorial Recruitment and Social Support Center (TRSSC) at their place of registration.
Payments related to homeland defense also account for disability groups. For Disability Group I, the amount is 1,331,200 UAH (400 times the SM), for Group II it is 998,400 UAH (300 times the SM), and for Group III it is 832,000 UAH (250 times the SM). Separately, for servicemembers with a partial loss of working capacity but no formal disability group, the amounts are:
- Category I (illness/accident) — 399,360 UAH;
- Category II — 299,520 UAH;
- Category III — 232,960 UAH.
Consequently, the overhaul of the one-time assistance calculation mechanism aims to establish a more equitable approach to supporting military personnel who suffer injuries or illness while performing their duties.
