Deadly Assault in Kyiv

On April 18, a violent attack in Kyiv left seven people dead and seven others wounded, who are currently receiving hospital treatment. The assailant, a 1968-born native of Moscow, was a retired military major and pensioner who had been meticulously preparing for a mass shooting. He was neutralized by a special police unit during a storming operation. Investigators have found no evidence linking him to Russian intelligence services.

The perpetrator served in the Ukrainian Armed Forces from 1992 to 2005 in roles related to vehicle maintenance. Following the onset of Russian aggression, he relocated from Bakhmut to Kyiv. He had a prior criminal record and legally owned two registered carbines and a traumatic pistol. His most recent weapons permit was obtained using what appears to be a journalist's credential; the circumstances surrounding this permit are now under review by the Security Service of Ukraine.

An analysis of the attacker's mobile phone revealed systematic preparation for the crime. Video footage showed him practicing quick weapon readiness and aimed shooting. His first victim was a neighbor he referred to as 'the director of building six.' The trigger for the assault was a dispute over an intercom system. During the argument outside the building, he first opened fire with a traumatic weapon. After running out of ammunition, he discarded the pistol, went to his apartment to retrieve a firearm, set his home on fire, and returned to the street.

His actions resulted in the deaths of a neighbor and a taxi driver, as well as injuries to:

  • the first victim's son
  • the first victim's wife
  • the wife's sister
  • a janitor

The sister and the janitor later died from their wounds. The attacker then proceeded to a supermarket, where he shot and killed two more people, and inside the store, he killed an employee and wounded five others. Afterward, he barricaded himself with hostages.

The special police unit eliminated the attacker during the storming. In total, seven people were killed, and seven victims remain hospitalized. Final conclusions about the circumstances of this tragic incident will be made following posthumous forensic psychological and psychiatric examinations. Ukraine's Prosecutor General, Ruslan Kravchenko, stated that the pre-trial investigation is being conducted by SBU investigators, with procedural oversight by the Kyiv City Prosecutor's Office.

This attack stands as one of the most devastating events in the capital in recent years, sparking public outrage and raising serious concerns about national security. Investigators are working to uncover all aspects of the assault, including any potential criminal connections and the motives behind the perpetrator's actions. It is crucial for society to receive answers to these questions, as such incidents can have profound implications for public order and safety.

The tragic events in Kyiv have raised questions about the effectiveness of law enforcement during such crises. In light of this, the Ukrainian Interior Ministry is investigating police actions during the attack, aiming to ensure accountability and improve response strategies for future incidents.
