Included in this list are Kharkiv, Lutsk, Vinnytsia, and Oleksandriia alongside Okhtyrka. Experts highlighted that Okhtyrka, one of the first cities to suffer during the invasion and awarded the title of hero city, has quickly moved from survival to strategic development.
