In a video on his YouTube channel 'Oleg Popenko PRO', the head of the Union of Utility Services Consumers, Oleg Popenko, raised serious concerns about the potential social consequences of proposed housing and tariff reforms. He stressed that the public's voice must be heard regarding changes that could profoundly affect their daily lives and financial well-being.

Popenko argued that a functioning democracy is fundamentally linked to the prosperity and satisfaction of its citizens. He stated:

“Democracy is when you are well-fed and content. But democracy with an empty stomach and bare backside is a direct path to totalitarianism.” - Oleg Popenko

He emphasized that during times of economic hardship, desperate citizens might be willing to support dangerous political decisions for immediate, short-term relief. “A person will agree to vote for anyone brought before them in exchange for a kilogram of buckwheat and a bottle of vodka,” he remarked, highlighting the risks of voter manipulation.

The Risk of Radical Ideologies Gaining Support

Furthermore, Oleg Popenko expressed fears that widespread poverty could lead disenfranchised segments of the population to vote for radical ideologies. “There is a danger that the poor and destitute will vote for the likes of Lenin, Stalin, or Hitler... they will stop caring about the consequences,” he noted.
