The necessity of joint work in mobilization in Ukraine
Olha Kobylynska stated during the telethon about the necessity of joint work between the military, regional authorities, and law enforcement in the mobilization process in Ukraine. In the conditions of martial law and general mobilization, the relevance of such interaction is increasing, as it is essential for the effective organization of the mobilization process.
Olha Kobylynska (Reshetylova), authorized to protect the rights of service members and their families, emphasized the importance of creating a 'triangle' between:
- the head of the regional TCC,
- the head of the regional military administration (OVA),
- a representative of law enforcement agencies.
According to her, the existing model, where the military simultaneously deals with issues of mobilization and social support for families, looks abnormal and needs to be reviewed.
The legislation of Ukraine provides for the responsibility not only of territorial recruitment and social support centers (TCC) but also of local self-government bodies, executive authorities, and business leaders. Cooperation between these structures is also crucial, as attacks on TCC service members have a systemic nature and have been ongoing since at least 2023. The detention of violators, accordingly, falls within the responsibility of law enforcement, particularly the National Police.
Kobylynska reported plans to hold a meeting where the creation of a working group to separate the functions of the TCC and social issues will be discussed. This, in her opinion, will allow for a more effective organization of work in the field of mobilization and improve conditions for service members and their families.
