On June 30, 2025, the UN Human Rights Office published a report warning of a significant increase in civilian casualties and human rights violations in Ukraine. This is happening against the backdrop of intensified fighting and evolving war tactics, particularly the sharp increase in drone attacks, which often lead to fatal consequences. This is reported by
The Commanderciting the UN report.
Growing number of civilian casualties
The report notes that from December 1, 2024, to May 31, 2025, the number of civilian casualties increased by 37% compared to the same period last year (968 killed and 4807 injured). Most of these casualties were recorded in areas controlled by the Ukrainian government, primarily as a result of attacks by Russian armed forces using long-range explosive weapons in populated areas and low-impact drones near the front line.
Nearly half of all civilian casualties were caused by missiles, munitions, and aerial bombs dropped in densely populated areas. At least three attacks were recorded during which Russian armed forces used missiles with fragmentary warheads that detonated above ground, scattering shrapnel over large open areas, killing and injuring civilians simultaneously.
The UN report confirms that the Ukrainian civilian population has been endangered due to the increasing number of civilian casualties from attacks and human rights violations by Russian armed forces. The Ukrainian government needs immediate action to protect its citizens and save lives.
