The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office have uncovered new facts of corruption in Kyiv. The former deputy head of the city administration and his accomplice used the 'toilet scheme' for the illegal appropriation of land plots in the capital.
According to the charges, during 2023-2024, the suspects created fake documents and used fictitious persons who had constructed 'houses' back in the '90s. Then their companies acquired these properties and attempted to legalize the land plots through the city council.
‘To secure property rights to the land, the suspects, together with a city council deputy, developed the area with 'toilets' and tried to register them as their own buildings’.
They also illegally transferred money to unknown representatives of law enforcement agencies to conceal this self-construction. All expenses were meticulously documented, including bribery costs. The damages for the city of Kyiv are estimated at over 19.5 million hryvnias.
These new suspicions are part of the 'Clean City' operation aimed at combating corruption in Kyiv. Special services continue the investigation to halt illegal practices and bring those responsible to justice.
