September 2026 KIIS Survey: 64% of Ukrainians View Parliamentary Factions' Performance Favorably

Під час дослідження KIIS у вересні 2026 року виявлено, що більшість українців оцінює роботу парламентських фракцій позитивно.

Findings from the September 2026 KIIS Survey

In September 2026, the Kyiv International Institute of Sociology (KIIS) conducted a survey assessing public opinion on the performance of Ukraine's parliamentary factions. According to the results, 38% of respondents believe the 'European Solidarity' faction contributes positively to Ukraine, while 43% feel it hinders the country's progress.

The 'Holos' faction received positive feedback from 30% of participants, with 31% viewing its actions as obstructive to national development. Notably, 39% remained undecided about 'Holos'. The 'Servant of the People' faction garnered only 22% approval, whereas a significant 66% of respondents think it impedes the nation's growth. Similarly, just 21% of those surveyed rated the 'Batkivshchyna' faction positively, while 68% believe it slows down state advancement.

Additional Survey Insights

The parliamentary group 'Platform for Life and Peace' was viewed positively by merely 16% of respondents, with 43% indicating that its activities obstruct development. Overall, 64% of Ukrainians expressed a favorable opinion of at least one parliamentary faction in September 2026, marking an increase from 59% in September 2025.

The KIIS survey was conducted via telephone interviews between September 12 and 21, 2026, involving 1,002 adult citizens living in government-controlled areas. The margin of error did not exceed 4.1% for indicators near 50%, considering potential systematic biases due to the ongoing conflict.

Beyond parliamentary performance, the survey also explored hypothetical presidential election preferences if voting were held in late September 2026. The top three candidates favored by respondents were:

  • Volodymyr Zelensky
  • Valerii Zaluzhnyi
  • Petro Poroshenko

It is important to note that only 25% of Ukrainians express trust in the prosecutor's office, according to a separate sociological study.

These findings highlight a wide range of opinions regarding the work of Ukraine's parliamentary factions, with a significant portion of the population believing many factions obstruct the country's development.

The KIIS survey offers valuable insight into citizens' attitudes toward parliamentary factions, which could influence Ukraine's political landscape. The rise in positive assessments suggests a shift in public sentiment; however, the persistently high negative ratings reveal ongoing challenges within political institutions. This dynamic is likely to play a crucial role for parties in upcoming elections, as public trust remains fundamental to political success.

As the survey highlights varying levels of approval for different parliamentary factions, it also sheds light on potential presidential candidates who may influence the political landscape in Ukraine.
