Streamlining Ukraine’s Government: Cutting Over 4,000 Vacant Positions and Reducing Deputy Ministers

Reforming the Government Structure

Serhiy Koretsky announced a major restructuring plan aimed at trimming the government workforce by eliminating more than 4,000 unfilled roles. This includes a reduction of deputy minister positions by approximately 20%, as well as nearly an 18% cut in deputy heads across other central executive bodies. These changes are part of a comprehensive functional assessment designed to optimize the size and organization of the public administration.

Enhancing Training and Engaging Young Professionals

The reform also focuses on improving training programs tailored specifically to the responsibilities of each role.

“One key area is refining the training system to directly correspond with job duties. We will launch initiatives to inform and provide internships for young people, alongside a dedicated program for veterans,” Koretsky explained.
This highlights a commitment to attracting younger talent into public service while offering support to veterans.

A significant component of the reform is the revival of the Council on Public Administration, which brings together government officials, lawmakers, and experts. At a recent meeting, a detailed optimization plan was unveiled, with clear accountability assigned to leaders of each reform area.

“The overarching goal is to build a professional government workforce capable of executing tasks swiftly and effectively,” Koretsky emphasized.
These efforts aim to boost the productivity and quality of Ukraine’s public institutions.

Given the current challenges facing Ukraine, this government optimization represents a crucial step toward more efficient management practices. By reducing vacant roles and revamping training, the reforms seek to develop a more capable civil service that can better respond to societal needs. Furthermore, the focus on youth engagement and veteran inclusion reflects an ambition to foster a diverse and forward-looking public sector workforce.
