Digital Tools and Cashless Payments for Homeowner Associations

During an interview with political analyst Yuriy Romanenko, property management expert Olga Rublova emphasized the critical role of digitalization and cashless payments in ensuring financial transparency for Homeowner Associations (HOAs). She highlighted that open banking records are a powerful defense against corruption accusations, while also stressing the need for audit commissions and court orders to recover debts. In many post-Soviet countries, HOAs manage significant communal funds, making transparency a major concern for residents.

Olga Rublova stated that cashless transactions should be the standard for all HOAs.

"This is a major mistake residents make themselves. When you hand over cash without a receipt, you are creating the conditions for manipulation," she said.
The manager also discussed the benefits of specialized services and apps for HOAs, which allow residents to access detailed records of income and expenses.
"In their personal account, every resident can see exactly how much money was deposited into the building's account, how much was spent on electricity, waste removal, or stairwell repairs. When people see the real picture, the level of distrust drops," she added.

The Function of an HOA Audit Commission

A vital element of internal control is the audit commission, elected from among the residents.

"This is an internal oversight body within the HOA itself, with the authority to check every signature and every stamp. If the audit commission works honestly, the chairperson has armor against any allegations," Rublova noted.
She also pointed out that HOAs are now actively using court orders for debt collection, which speeds up the recovery process.
"When a person's bank card is blocked due to a debt for building maintenance, believe me, the funds are found very quickly," she remarked.

In conclusion, Olga Rublova called for the adoption of cashless payments in HOAs as a crucial step toward greater financial transparency and strengthened trust among residents.

The implementation of cashless payments in HOAs could fundamentally transform financial practices in Ukrainian apartment buildings, ensuring greater transparency and expenditure control. This approach not only helps reduce corruption but also boosts trust, as residents gain the ability to monitor their building's finances in detail. Given modern digital trends, such measures can form the foundation for more effective management of communal property.
