  • reinstating lend-lease authority through fiscal year 2028;
  • authorizing $8 billion in loans under the Foreign Military Financing program for Ukraine and NATO allies for fiscal year 2026;
  • canceling the authorization of the Ukraine Security Assistance Initiative (USAI) for calendar years 2028 and 2029.

An earlier version of the National Defense Authorization Act (NDAA) had extended USAI through 2029, while the new version reverts the expiration date to 2027.
