Military Aid to Ukraine Missing from 2027 U.S. Defense Budget Request

According to ХВИЛЯ: The Trump administration’s request for the 2027 U.S. defense budget-totaling $1.5 trillion-does not include any funding for military assistance to Ukraine under the Ukraine Security Assistance Initiative (USAI). This was confirmed by the Pentagon during Senate hearings. Acting Pentagon Chief Financial Officer Jules Hurst stated:

“Yes, that is correct. There is no USAI funding in this budget.”

No funds were allocated in the 2027 budget to support Ukraine. However, the Pentagon has already received $400 million for Ukraine military aid that Congress approved as part of the 2026 budget. Those funds arrived in March and will be disbursed through the U.S. European Command. Notably, the Trump administration had also proposed excluding Ukraine military aid in the 2026 budget request.

Spending Cuts and Shifting Priorities

Separately, the Senate Appropriations Committee approved $800 million for the USAI program, split into $400 million for both 2026 and 2027. Yet the new budget request explicitly omits Ukraine funding. The budget also reduces spending on research and development, while no funds were set aside to cover losses from conflict with Iran.

The budget prioritizes shipbuilding and drone production, while aircraft repair and procurement depend on a separate partisan budget reconciliation bill. It also includes $225 million for the Baltic Security Initiative.

This lack of Ukraine funding in the budget request may signal a shift in the Trump administration’s foreign policy priorities. The decision could affect future U.S.-Ukraine relations and regional security dynamics. Still, previously allocated 2026 funds and the approved USAI program may provide some continuity in military aid while discussions over future budgets continue.

The absence of military aid for Ukraine in the 2027 defense budget reflects a broader shift in U.S. foreign policy, potentially altering the nature of U.S.-Ukraine relations.
