Incident in Kyiv's Dnipro District
A 30-year-old man was arrested by police in Kyiv's Dnipro District for hooliganism. The altercation occurred on Serhiy Naboky Street when the suspect, heavily intoxicated, tried to steal a scooter from a minor. After the teenager refused to hand it over, the man pulled an angle grinder from his trunk and attempted to cut the chain securing the scooter to a building. Failing that, he grabbed an axe and began swinging it at trees and metal poles.
Officers from the Special Purpose Police Regiment No. 2, alongside local district police, detained the offender under Article 298-2 of Ukraine's Criminal Procedure Code. Investigators have since charged him under Part 1 of Article 296 of the Criminal Code, which covers hooliganism. If convicted, he faces up to five years of restricted freedom.
