Coordinated Efforts Between Verkhovna Rada and Government on Key Bills
Ruslan Stefanchuk, Speaker of Ukraine’s Verkhovna Rada, announced that the parliament and government have agreed on streamlined procedures to collaborate on legislation tied to international aid programs. This consensus emerged during a working session that brought together parliamentary leadership, government representatives, and heads of parliamentary committees. The meeting reviewed the status of 46 bills related to Ukraine’s commitments under the Ukraine Facility, International Monetary Fund (IMF) programs, and other international assistance frameworks.
Stefanchuk emphasized the urgency of synchronizing legislative efforts linked to international support, stating:

Criticism Over Voting Methods and New Parliamentary Procedures
Petro Poroshenko, former President of Ukraine and leader of the European Solidarity party, voiced concerns about proposals allowing deputies to vote via smartphones from the Verkhovna Rada’s basement shelters. Poroshenko highlighted that while the parliament was on recess, the Armed Forces, civilians, and industrial sectors were not afforded breaks. Therefore, deputies needed to approve a package of 27 laws essential for securing funding from the European Union and other international allies.
In response to ongoing security threats, deputies will conduct work and voting from the Verkhovna Rada’s shelter using QR-code based electronic voting. This measure reflects the challenging circumstances Ukraine faces and aims to maintain uninterrupted legislative activity.
