Ukraine's Parliament Adapts to Wartime Conditions

Lawmakers have prepared shelters, and deputies will have ten minutes to get underground once a siren goes off. These shelters are equipped with seating for 330 MPs, letting them wait out emergencies safely. Speaker Ruslan Stefanchuk outlined the new arrangements during a meeting with parliamentary factions.

Voting From Underground: New System

To keep legislation moving in these conditions, a shelter-based voting procedure has been developed using personal QR codes. Olha Vasylevska-Smahliuk explained that deputies will be able to cast their votes through tablets or phones, making the process more efficient.

"Lawmakers will scan their personal QR code to log into the voting page on their tablets or phones. Over the next few days, groups of 20 deputies will go down to the shelter to test the system. This setup lets sessions continue without interruption and makes the work more productive."

The first plenary session is scheduled for September 1. Separately, the parliamentary committee for national security, defense, and intelligence has stated that there are no plans to mobilize women in Ukraine. Women may join the Defense Forces only as volunteers. The Ground Forces of the Armed Forces of Ukraine also dismissed claims about preparing women for mobilization, calling them manipulation.

These steps show how Ukraine's legislature is adapting to ongoing threats and ensuring state institutions keep functioning. The new voting technology and shelter preparations reflect both the need to protect MPs and the drive to maintain effective governance under difficult conditions.
