Lawyers from the 'Legal Advisor for Internally Displaced Persons' project have outlined the steps Ukrainians should take when their passport or ID card is deemed invalid. Under Cabinet of Ministers Resolution No. 302 of March 25, 2015, a passport may be invalidated due to serious damage. Additionally, Ministry of Internal Affairs Order No. 456 of June 6, 2019 specifies the conditions under which the document is considered unusable.

Grounds for Passport Invalidation

According to the Ministry of Internal Affairs order, the reasons a passport may be declared invalid include:

  • damage that prevents identification of the holder or reading of the data;
  • significant damage to the perforated series and number;
  • unauthorized corrections;
  • changes in data on the contactless electronic chip;
  • other circumstances that could lead to invalidity, such as:
    • loss of citizenship;
    • a report of theft or loss;
    • violations during the application process;
    • failure to collect the document within one year;
    • death of the holder;
    • expiration of the document's validity period.
