Ukraine's 1994 Passport Booklet: Is Switching to an ID Card Mandatory?

According to ХВИЛЯ: The 1994-issue Ukrainian passport in booklet form remains a valid legal document, and there is no mandatory requirement to replace it with a modern ID card without specific cause. While Ukraine has exclusively issued ID cards since November 1, 2016, the older passport booklet retains its full legal force. As experts from the free legal aid system clarify,
"the 1994 model passport remains valid and has no expiration date. Therefore, exchanging it for an ID card is not compulsory."
This policy provides stability for millions of citizens who still hold the older document.
When a Passport Booklet Must Be Replaced
According to current regulations, the passport booklet must be replaced in only four specific instances:
- Upon a change of surname or other personal data;
- If errors are discovered in the recorded information;
- If the document becomes damaged or unusable;
- If a required new photo is not pasted in upon reaching the ages of 25 or 45 in a timely manner.
However, during the ongoing martial law, passport booklets remain valid even if the holder has not pasted in the required photo at age 25 or 45, as noted by human rights advocates.
It is also important to note that ID cards whose validity expired within 30 days before or after February 24, 2022, also remain legally effective. A 30-day period for updating documents or pasting in photographs will be granted after the termination or cancellation of martial law. This allows citizens to use their documents without immediate concern, as the adjustments to passport regulations account for the specific circumstances related to the war in Ukraine.
Therefore, Ukrainian citizens can be confident that their 1994-format passports remain fully valid and do not require urgent replacement. This is particularly crucial under martial law, when access to administrative services may be limited. The legislative changes concerning passports demonstrate the state's readiness to accommodate the population's needs during a challenging period.
As the regulations surrounding identification documents evolve, it's essential for citizens to stay informed about upcoming changes. Starting from December 24, 2025, new procedures for obtaining foreign passports will be implemented in Ukraine. This transition highlights the importance of understanding the validity and requirements of existing documents, ensuring that all citizens are prepared for future updates in identification standards.
