Pension for Combat Veterans: Who Can Retire Early and What Documents Are Required

War veterans with combatant status have the right to retire early in Ukraine. However, military personnel must meet certain requirements clearly outlined in the legislation. The Pension Fund of Ukraine reports on this.

Combatants are individuals who performed combat tasks to protect the homeland as part of various military units and branches of the Armed Forces of Ukraine. They may be eligible for early retirement based on age under certain conditions.

Conditions for Early Retirement for Combat Veterans

Men with combat veteran status have the right to retire at 55 years of age if they have at least 25 years of insurance experience. Women can apply for benefits at 50 years of age, provided they have at least 20 years of experience. A detailed list of military personnel who fall under the category of combatants and are entitled to early retirement is provided in Article 6 of Law No. 3551 "On the Status of War Veterans, Guarantees of Their Social Protection."

How Pension Experience is Calculated for Combat Veterans

An important advantage for combat veterans is the possibility of triple insurance experience. Servicemen who served in the zones of active hostilities on the front lines receive experience at a ratio of one to three – that is, one month of service counts as three months.

Combat veterans can submit an application for pension appointment or recalculation online through the Pension Fund of Ukraine web portal or in person at any service center. Original documents are required to process the pension.

List of Documents Required for Combat Veteran Pension Appointment

  • passport of a citizen of Ukraine;

  • identification code;

  • employment record book;

  • documents confirming insurance experience, including military service;

  • certificate of monetary provision for December 2016 (if information is not available in the Register of Insured Persons);

  • combat veteran certificate;

  • certificate of participation in country defense activities;

  • photograph for the pension certificate.

The amount of pension for combat veterans is determined in accordance with the Law "On Mandatory State Pension Insurance" No. 1058. The main factors affecting the amount of payments are the duration of the insurance experience and the size of the earnings from which contributions to the Pension Fund were paid.
