Planning for Future Winters

President Volodymyr Zelenskyy and Prime Minister Yuliia Svyrydenko have held a meeting to discuss Ukraine's winter preparedness strategy for 2026/27 and the annual pension indexation. The government is developing a schedule to finalize this strategy, drawing on lessons from regions that demonstrated greater resilience during the current winter. Zelenskyy stated,

"We will define a strategy for Ukraine for the next winter, taking into account the experience of those regions, our communities, which demonstrated greater effectiveness this winter."

Pension Increase and Energy Security

An annual indexation of pensions and insurance payments, set at 12.1%, will commence on March 1, 2023. This increase will impact approximately 10 million Ukrainians. Zelenskyy emphasized that

"our state, even under the conditions of a full-scale war, ensures the indexation of pensions and all necessary social payments. We are also preparing other decisions to support people and Ukrainian communities."

This social support is crucial as Ukraine continues to face significant challenges to its civilian infrastructure. As of the morning of February 27, some consumers in frontline and border regions remain without electricity. Power outages are affecting consumers in six oblasts:

  • Zaporizhzhia
  • Dnipropetrovsk
  • Donetsk
  • Sumy
  • Kharkiv
  • Chernihiv

This ongoing situation underscores the urgency of the issues discussed in the meeting, as ensuring energy stability is a critical component of preparing for the next winter season.

The discussions on the 2026/27 winter strategy and the pension indexation represent vital steps to support the Ukrainian population during wartime and economic instability. The government is focusing on the need to adapt to new challenges by incorporating regional experiences in maintaining energy security. With parts of the population still lacking reliable power, these measures are particularly relevant for ensuring social equity and national stability in the face of ongoing aggression.
