Ukraine’s Updated Average Salary Benchmark

Ukraine’s Pension Fund has released a revised average salary figure for March 2026, which serves as a key factor in determining pension payments. This updated benchmark now stands at 23,218 hryvnias, reflecting an increase of 1,342 hryvnias since the start of 2026. Compared to January 2025, the rise exceeds 4,500 hryvnias. At the beginning of 2026, the average salary was 21,876 hryvnias, while in January 2025 it sat at 18,660 hryvnias.

How the Average Salary Affects Pension Payouts

The average salary is a core component of the pension calculation formula. These new figures are now the official basis for accruals under the Law on Mandatory State Pension Insurance. In Ukraine, pensions are computed using the following formula:

  • The national average salary over the last three years
  • An individual’s personal salary coefficient
  • A coefficient based on insurance record length

The personal coefficient is determined by comparing a person’s official salary to the national average for each month worked.

Economists point to a systemic weakness: those who retire later automatically receive higher payouts, even with identical work history and earnings. The reason is straightforward—the average salary in the formula steadily rises over time. The government attempts to partially offset this gap through annual indexation. However, there is a limitation: individuals who retired within the last three years are not eligible for planned benefit updates. The Pension Fund of Ukraine explains that these retirees’ pensions already incorporate current economic indicators.

The rising average salary in Ukraine directly influences pension payouts, a critical factor for many Ukrainians planning their retirement. This highlights the need to adapt the pension system to modern economic realities and the demands of the population.
