Ukraine's 'Winter Support' Initiative
On September 29, the Pension Fund of Ukraine issued a one-time payment of 19,400 hryvnias to the initial group of 1,424 beneficiaries under the 'Winter Support' program aimed at residents of frontline communities. Over 27.6 million hryvnias have been allocated for these payments in total. Applications for this assistance will be accepted through October 30, 2026.
This program targets selected communities in the Donetsk, Zaporizhzhia, Dnipropetrovsk, Kherson, Kharkiv, Sumy, Mykolaiv, and Chernihiv regions. The payment is granted per household and is available to individuals receiving certain state benefits, including internally displaced persons.
Eligibility Criteria
The financial aid is available to people who receive any of the following:
- Disability pensions;
- Housing subsidies;
- A 50-hryvnia caregiving allowance;
- Support for single mothers;
- Assistance for newborn children;
- Benefits for children with disabilities;
- Support for families raising orphans or children deprived of parental care.
Applications must be submitted based on the declared, registered, or actual place of residence.
Residents of communities listed in the first group can apply at the Pension Fund's service centers, Administrative Service Centers (CNAP), or authorized local council officials. Those living in communities from the second group should submit their applications to local government offices or military administrations.
