Ukrainian Pension Fund Struggles with Child Benefit Payouts Due to Application Surge

Delays in Child Support Payments

The Ukrainian Pension Fund is experiencing delays in issuing increased child benefit payments that were scheduled to begin on January 1, 2026. The agency cites an overwhelming surge in applications and a shortage of processing staff as the primary causes for the backlog. This situation highlights the challenges of implementing major new social programs.

Since the start of the year, the Fund has received 96,000 applications for various types of aid. Of these, over 64,000 are new claims for childcare assistance for children under one year old. This represents a significant increase compared to the previous six-month period, during which the Fund processed 107,000 applications.

New Legislative Measures

These delays coincide with the enactment of a new family support law, which took effect on January 1, 2026. The legislation introduces several key benefits:

  • A one-time payment of 50,000 hryvnias upon the birth of a child;
  • The launch of the "eYasla" program to subsidize care for children aged 1 to 3;
  • An allowance of 7,000 hryvnias for unemployed pregnant women.

Furthermore, a government resolution clarifying the calculation mechanism for these benefits was published on January 8, 2026. The Pension Fund's capacity to handle this increased workload has been affected by staffing changes. In 2020, the Fund employed over 47,000 people. However, as part of a cost-optimization drive, the government cut 2,354 staff positions to save 60 million hryvnias. By early 2022, the number of staff units had fallen to around 23,000, with a reported 25,877 employees as of February 2026. The Fund's responsibilities expanded further in July 2025 when it began processing all social payments.

These payment delays could severely impact families who depend on this financial support, particularly amid ongoing economic uncertainty. With demand for social aid rising, it is crucial for the Pension Fund to adapt its processes to ensure efficient service delivery. The identified issues in human resource management also require attention to improve citizen services.
