Pensions will be cut by 25%: who will it affect in 2026

In 2026, some Ukrainian pensioners will receive only a quarter of their pension. This applies to those who are fully state-supported — in nursing homes, geriatric centers, or specialized institutions. This rule is already in effect now, but it will become even more relevant in 2026 due to changes in the social welfare system. This was reported by the Pension Fund of Ukraine. 

Who will receive only 25% of the pension

According to the Law of Ukraine on 'Mandatory State Pension Insurance', people living in state institutions do not receive their full pension. They only receive 25% of the accrued amount. The remaining funds are directed to cover the state's costs associated with accommodation, food, and medical care.

At the same time, there is an important clarification: if the pension exceeds the cost of maintenance in the institution, the person receives the difference between their pension and the amount of living expenses. However, this payment cannot be less than the same 25%.

Pension payments can also be distributed among non-working family members if the pensioner supported them before transitioning to state support. In such cases, the following scheme applies:

  • 25% of the pension is received by the pensioner;
  • up to 50% can be transferred to their non-working relatives.

Separate conditions are specified for orphans. If a child has lost their breadwinner and is raised in a state institution, they receive 100% of the pension due to the loss of their breadwinner. This money goes directly to their bank account. Other children who are also fully state-supported receive half of the designated pension.

Who will not be affected by the pension reduction

At the same time, there is a category of pensioners who will not be affected by the reduction. These are individuals with special merits before Ukraine: veterans, labor heroes, distinguished scientists, artists, and athletes. Even if they live in state institutions, the state continues to pay them the full amount of their pension.

Thus, the new rules in 2026 will primarily affect those who are under state support. The rest of the pensioners will continue to receive their payments in full.
