Pentagon Rejects Investigation into Starlink Service Restrictions
Peter Hegseth, the Pentagon’s Inspector General, has turned down a bipartisan appeal from nine U.S. lawmakers—four Republicans and five Democrats—seeking an inquiry into reported constraints affecting the satellite networks Starlink and its military counterpart, Starshield, in Ukraine. Ukrainian officials had raised concerns about connectivity slowdowns that reportedly hindered military operations.
These limitations reportedly impaired Ukrainian forces’ ability to intercept Russian attack drones effectively. The concerns raised by the legislators have been redirected to the U.S. Air Force for review. An aide to one congressman described this refusal as a denial to investigate issues linked to Elon Musk and Starlink, despite the Inspector General’s authority. For years, U.S. lawmakers have expressed unease over Musk’s control of Starlink, prompting the development of the military-grade Starshield system.
Current Status of Satellite Communications Systems
Molly Halpern, spokesperson for the Inspector General’s office, stated that the Pentagon remains the most appropriate body to handle these concerns and indicated that a reassessment could occur if new evidence emerges. As of this writing, neither the Pentagon nor the Air Force has issued official comments.
On October 22, Ukrainian military sources reported a possible restoration of full-speed Starlink terminal operations. Earlier, on October 20, Ukrainian President Volodymyr Zelensky discussed with U.S. Secretary of State Mark Rubio the delivery of missile interceptors, early-warning systems against Russian strikes, and the status of Starlink and Starshield. Hegseth affirmed that Washington has neither revoked nor limited Ukraine’s access to Starshield, emphasizing that SpaceX independently manages Starlink’s service usage according to its terms.
By October 24, Ukraine’s Defense Minister, Oleksii Khmar, confirmed stable Starlink and Starshield connectivity exceeding 400 km/h, enabling the use of these systems for offensive drones and interceptor drones within the Defense Forces. Senator Jeanne Shaheen voiced concerns over interruptions in satellite communications, critical for protecting Ukrainian civilians, noting conflicting explanations from the Trump administration and SpaceX regarding the causes of these disruptions.
Consequently, the questions surrounding operational restrictions on Starlink and Starshield remain unresolved, with no formal investigation underway.
The Pentagon’s refusal to investigate Starlink-related issues highlights the complex dynamics between private tech firms and government agencies, especially amid ongoing military conflicts. Given the crucial role satellite communications play in Ukraine’s defense, the situation surrounding Starlink and Starshield could significantly affect the operational capabilities of Ukrainian forces. Future developments will likely depend on new information and continued dialogue between involved parties.
As the situation develops, reports indicate that Starlink speeds are improving, raising hopes among Ukrainian officials. This comes amid ongoing discussions between President Zelensky and U.S. officials regarding military support and the operational status of satellite communications critical for Ukraine's defense. Such advancements could significantly influence military effectiveness in the region.
