Negotiations to End the War in Ukraine

The latest round of talks aimed at ending the war in Ukraine concluded on Wednesday without any significant breakthrough. The discussions, which are part of a long and difficult diplomatic process, focused on three contentious issues: territorial control in the Donetsk region, the establishment of a demilitarized zone, and security guarantees. Russia presented a demand for Ukraine to cede control of a specific area in Donetsk as a precondition for ending the conflict. This territory, measuring approximately 80 km long and 64 km wide, encompasses dozens of towns and villages.

In response to Russia's demands, Ukraine refused to unilaterally withdraw its troops and instead requested binding security assurances. The concept of a demilitarized zone, which would be free from the control of either army, was also debated. This idea is not new; it was previously included in past peace plans, notably a 28-point proposal put forward by the Trump administration in November. Last autumn, Vladimir Putin gave no clear answer regarding the creation of such a zone in Donbas, even though the 28-point plan had stipulated that while Russia would control the territory, it would be barred from stationing military forces there.

Next Steps in the Negotiations

The Geneva talks involving Ukraine, the United States, and Russia have now adjourned, with consultations concluding within both the political and military working groups. The next meeting concerning an end to the war is scheduled to take place in Switzerland. Ukrainian President Volodymyr Zelenskyy emphasized the core of his government's position, stating:

“Allowing an aggressor to take something is a major mistake.”

The lack of progress underscores the profound complexity of the situation and the deep-seated disagreements between the parties. Control over territory, particularly in the Donetsk region, remains the pivotal issue obstructing a potential peaceful resolution. While future meetings leave the door open for further dialogue, Ukraine's firm stance against territorial concessions presents a significant obstacle to successful negotiations going forward.
