An Analysis of Corruption in Ukraine

Energy and infrastructure expert Oleh Popenko has released an analysis arguing that reducing corruption would free up funds for Ukraine's military and allow for significant pension increases. The analysis was published on the YouTube channel PopenkoPro on February 12, 2026. Popenko contends that a successful anti-corruption drive could dramatically improve the nation's financial health, a critical need as the country continues to defend itself and rebuild.

Currently, 70% of Ukraine's pensioners receive only 4,000 hryvnias per month, highlighting a critically low level of social security. Popenko stressed that effectively tackling corruption could potentially raise the average pension to 10,000 hryvnias. This would represent a major step toward ensuring a decent standard of living for Ukrainian citizens.

Modern Corruption and Its Consequences

The expert also drew a comparison between current corruption levels and the tax-like burden during Leonid Kuchma's presidency, when corrupt payments amounted to 5-10%. At that time, Ukraine's economy grew by 8-12% annually. In stark contrast, today's corruption is estimated at 40-50%, severely hindering economic development and public welfare.

However, under the current circumstances, 'the engine cannot move' because 'we are already drowning in corruption.' Estimates suggest around 20% of Ukraine's population has fallen below the threshold of biological survival. This underscores the urgent need to address corruption, which impacts not only economic growth but the very livelihood of citizens. Popenko called for decisive action, stating it is the key to securing funding for the military and social payments.

Oleh Popenko's conclusions point to the critical importance of fighting corruption to improve Ukraine's socio-economic situation. With a significant portion of the population living on the edge, efforts to reduce corrupt practices could form the foundation for national stability and development. Therefore, an effective anti-corruption campaign could not only raise pensions but also create the conditions for the economic growth Ukraine so desperately needs.
