Peru Launches Investigation into Recruitment of Hundreds of Its Citizens for War in Ukraine

Peruvian Citizens Recruited in Russia

Under the guise of civilian jobs, Peruvian nationals are being recruited in Russia to fight in the war against Ukraine. The government of Peru has labeled this practice human trafficking and has launched an official investigation. Hundreds of Peruvians have ended up on the front lines in Ukraine, sparking serious alarm among their families back home.

Recruiters lured Peruvians with promises of well-paying civilian work in Russia. The men expected positions such as cooks or security guards, but upon arrival in the Russian Federation, they were forced to sign military contracts written in a foreign language. Many relatives of the recruits report that their loved ones have no military experience, raising deep concerns about their safety and fate.

Diplomatic Fallout

Peru’s government has already sent hundreds of formal requests to Moscow demanding the return of its citizens. However, the Russian side has done little more than promise to review the appeals, which has bred distrust among Peruvian officials. Peruvians stranded in occupied territories describe their situation as a hopeless trap with no way out.

Beyond this, the Russian Federation is expanding its network for attracting foreign mercenaries, especially from African nations. Since the start of the full-scale invasion, Moscow has been actively seeking human resources from countries in the Global South. In this context, Russia is also recruiting former Afghan military personnel, special forces fighters, and intelligence officers into its army. Oleh Aleksandrov, an officer with Ukraine’s Foreign Intelligence Service, has reported that Russian intelligence agencies are actively operating in Afghanistan, corroborating information about Russia’s efforts to bolster its military capabilities through foreign mercenaries.

This situation not only endangers the lives of Peruvian citizens but also exposes the recruitment mechanisms Russia uses to offset its shortage of manpower in the war. It is important to note that such practices could lead to international legal consequences for Russia, as human trafficking is considered a serious crime under global standards. At the same time, this may heighten diplomatic tensions between Peru and Russia, with potential ripple effects on the geopolitical landscape of the region.

The alarming recruitment of Peruvian citizens for military service in Ukraine is not an isolated incident. A recent investigation by CNN has revealed a broader scheme where individuals are deceived into fighting for Russia under false pretenses. This raises significant concerns about the safety and rights of those entangled in such operations, highlighting the urgent need for international scrutiny and intervention.
