Deceived into Fighting for Russia: CNN Investigation Uncovers Peruvian Recruitment Scheme
Latin America Becomes a Hunting Ground for Recruiters
According to Главком: Networks are emerging across Latin America that target individuals willing to fight for Russia. Many men are tricked into heading to the front lines, sparking alarm among families who report their loved ones missing. CNN journalists have uncovered 12 such cases, including several involving Peruvians, most of whom come from impoverished backgrounds.
Cases of Deception and Tragedy
Among the cases examined by reporters is that of a Peruvian man who told his mother in late January he was traveling to Russia to work as a cook. He later sent a video showing himself digging trenches alongside other foreigners in occupied Ukrainian territory. His family last heard from him in April. In another instance, a prison guard informed his wife he would be taking a security job in Russia. Messages exchanged with a recruiter revealed he had agreed to sign a contract with the Russian military. Tragically, the guard was killed in a drone strike.
Peru’s Public Prosecutor’s Office has launched an investigation into the recruitment scheme, registering 36 complaints about missing relatives and forced involvement in the war against Ukraine. The Peruvian government has sent 247 requests to Russia seeking information about its citizens serving in the Russian army. According to lawyers, as many as 800 Peruvian nationals may have joined the Russian military. Relatives of the recruited men have staged protests outside the Russian embassy in Lima and Peru’s Ministry of Foreign Affairs, demanding a thorough investigation.
Russian recruiters are actively operating in developing countries, including African nations and Nepal. After Russia successfully enlisted several thousand new soldiers in Nepal, the country banned all travel to Ukraine or Russia for employment purposes. Peruvian prosecutors emphasize that this phenomenon is part of a broader human trafficking crisis that requires urgent action.
This situation highlights the serious challenges faced by countries with high poverty rates, as their citizens become vulnerable to manipulation and exploitation. The recruitment of individuals for military conflicts underscores the need for international cooperation to combat human trafficking and protect human rights. By addressing these threats, governments can work to enhance the safety of their citizens and prevent similar cases in the future.
