Today, the Committee of the Verkhovna Rada on Financial, Tax, and Customs Policy recommended that the parliament adopt the draft law on renaming the 'kopeck' to 'shag' in principle and as a whole.
All questions regarding the National Bank's initiative at the committee meeting were answered by the NBU Chair Andriy Pyshny and the Chairman of the Verkhovna Rada Ruslan Stefanchuk as one of the authors of the draft law.
Why Replace the Kopeck with Shag?

What is Shag?
Quote from the 'Khartia' Corps, Brigade 'Khartia': 'Shag is an inherently Ukrainian name for a small coin. It has already been used in the territory of Ukraine (from the 17th to the 18th century). It is frequently mentioned in folk art, in works by Taras Shevchenko, Lesya Ukrainka, and other writers. During the time of the UPR, a monetary sign was introduced with the name 'shag'. Mykhailo Hrushevskyi established it at the legislative level. Therefore, the revival of shag is justified by the historical and linguistic tradition of Ukraine.'
Why Change the Name if We Don't Use Coins That Often?
Firstly, let's look at the numbers. Currently, about 15.1 billion coins are in circulation. Of these, there are roughly 5.5 billion change coins, nominally in kopecks, currently in circulation, including 1.4 billion coins of 50 kopecks and 4.1 billion coins of 10 kopecks.
Every year, the NBU has to maintain circulation and support banks and the trade and service sector with change coins, as there is still a demand for them. For example, in 2025, our plan included minting about 20 million new coins of 50 kopecks, and the plan for 2026 is to mint another 50 million such coins.
Is it True That Changing the Name Will Require Additional Budget Expenses?
No! The implementation of the initiative will not require any additional expenditures. We have already stated that the NBU mints change coins every year because there is a certain demand from the trading network, and this is necessary for the monetary circulation. Thus, there will be no additional costs at the production stage.
Is it True That the NBU Will Withdraw All Kopecks from Circulation to Replace Them with Shags?
No! If the legislative changes are passed, old coins with the name 'kopeck' will not be withdrawn from circulation. Both 'shag' and 'kopeck' coins will be in circulation simultaneously. Citizens will not need to specially collect, surrender, or exchange one for the other.
Therefore, the next stage for shag is consideration and (keeping our fingers crossed) the adoption of the draft law by the parliament members. We are waiting and thanking all who support us! The Ukrainian parliament has reviewed the draft law on the replacement of the name 'kopeck' with 'shag'. The idea was supported by both the National Bank and the leadership of the Verkhovna Rada as a step towards de-Russification in the monetary sphere. The proposal is also motivated by the historical heritage of Ukraine and does not require additional budgetary expenses. If the draft law is adopted, 'shag' and 'kopeck' coins will be used by citizens simultaneously.
