Scope of the Utility Discounts

Under current law, participants in combat operations are entitled to a 75% discount on payments for the following services:

  • Housing maintenance
  • Water supply
  • Gas
  • Electricity
  • Heating
  • Waste removal

Furthermore, for homes without central heating, this benefit also applies to the purchase of solid or liquid fuel within established norms. Individuals disabled due to war are eligible for a 100% discount on these same services.

To access these benefits, eligible citizens must complete an application process. In 2026, documentation for the subsidy can be submitted via the web portal of the Ukrainian Pension Fund's electronic services or through the 'Diia' app. The procedure involves several steps:

  • Contact any service center of the Ukrainian Pension Fund;
  • Submit an application for inclusion in the Register of Persons Entitled to Benefits;
  • Provide an application for the direct provision of discounts on housing and utility payments.

These subsidies represent a vital component of the social safety net for veterans and service members transitioning back to civilian life.
