During the XIX Ukrainian Municipal Forum held on December 8-9 in Kyiv, it was indeed lively: participants discussed the development of municipal enterprises in Ukraine. The Deputy Minister, Kostyantyn Kovalchuk, was present to discuss improving the effectiveness of managing these enterprises and their adaptation to European standards.
Forum participants expressed the view that it is important to develop the management of municipal enterprises in a comprehensive manner: by updating legislation, interacting with Europe, and strengthening the institutional capabilities of enterprises, especially in wartime conditions.
‘In order for our municipal enterprises to develop, it is necessary to implement open tariffs and financing more, adopt the EU experience, enhance the independence of regulators, and engage consumers in decision-making. It is important to actively manage rather than just maintain these enterprises, viewing them as a resource for development. This will help modernize infrastructure and attract investments.’- emphasized Kovalchuk himself.
The Ministry of Development is also working to make municipal enterprises full-fledged participants in international projects. For this purpose, legislation is actively being updated, managerial expertise of enterprises is being strengthened, and tools for cooperation with donors and attracting investments for the implementation of recovery and development projects are being introduced.
Achievements at the Forum
The forum gathered nearly 400 participants from all over Ukraine, becoming an important platform for discussing the transformation of the municipal sector and further integration of the country into the European space.
