Tax Penalties Waived During Power Blackouts: Key Information for Businesses

Taxpayer Liability Waived

Taxpayers will be exempt from penalties for failing to meet their tax obligations due to power outages. This measure is a direct response to the critical state of Ukraine's energy infrastructure, which has sustained severe damage from ongoing Russian missile and drone attacks. Provisions for this liability waiver were initially added to the Tax Code following Russia's full-scale invasion in February 2022.

Persistent emergency blackouts, managed by Ukrenergo, have made it extremely difficult for many businesses to file taxes and meet deadlines. January 22, 2023, marked the most severe day for the national grid since a major blackout in November 2022. In light of these challenges, Danilo Getmantsev has urged the Ministry of Finance and the State Tax Service to urgently simplify the procedure for proving force majeure circumstances.
