A 40-year-old resident of Kyiv's Obolon district has been fined by police for an act of animal cruelty. The incident occurred on the Obolonska Embankment, where the woman was recorded on video striking her one-and-a-half-year-old Labrador mix with a dog leash. Her actions were also confirmed by witness statements. This case highlights the increasing legal and social consequences for animal abuse in Ukraine.

The offense was classified under Part 1 of Article 89 of Ukraine's Code of Administrative Offenses. Police issued a ruling which resulted in the woman receiving a fine of 3,400 hryvnias. In a comment, the woman stated she considered her actions to be part of a training process.

Sharp Increase in Animal Cruelty Prosecutions

Ukraine is experiencing a dramatic surge in criminal proceedings related to animal cruelty in 2025. During the first five months of the year, the Prosecutor General's Office registered 386 such proceedings under Article 299 of the Criminal Code of Ukraine. This figure is 3.7 times higher than the number recorded during the same period in 2024. Authorities note that suspicions have been formally served in 80% of these cases, yet only 4% have proceeded to court.

At the start of 2025, an average of 21 cases were opened per month. However, this number spiked to 213 new proceedings in April alone—a tenfold increase over the earlier average. In May, 110 cases were initiated, which is still five times higher than typical figures from previous years. This data indicates a growing focus by law enforcement on the issue of animal abuse.

This incident underscores the rising societal importance of combating animal cruelty in Ukraine. The significant increase in criminal proceedings reflects both a more active stance by authorities and shifting public attitudes toward animal protection.
